Functional dynamic model for stakeholder engagement

The presented model for stakeholder engagement represents a functional-dynamic approach, enabling the choice of a proper tool in order to engage relevant stakeholders. It combines stages of the project development (Determination of need; Project preparation; Spatial planning; Permitting; Construction) with different levels of stakeholders’ participation possibilities (Information; Consultation; Co-decision; Empowerment).

The tools listed under each project stage provide a range of options for the engagement process leader and not all tools will be applicable or needed in every project (it is very context-specific). For example, when considering which tool to use for stakeholder consultation in the spatial planning phase, it is unlikely to be necessary that focus groups, world cafés and panels would all be required. The logic of this model is intended to show which tools are best used when, and the specific choice of tool will depend on the available resources and the composition of the stakeholder group.
