WP 1: Project Management

  • D1.1 - Kick Off Meeting
    Minutes of the kick off meeting that was held in RSE premises in Milan on 8th of October 2013 and was attended by project partners, observers and the EC representative.
  • D1.4 - First General Assembly
    Minutes of the First General Assembly of the project that was held in RGI premises in Berlin on 30th of October 2014.
  • D1.6 - Second General Assembly
    In this deliverable the minutes of the Second General Assembly of the project are reported. The General Assembly was held in Zürich on 26th of November 2015 and was attended by project partners and observers; moreover, representatives from BESTGRID EU project, the Joint Research Centre – Petten and from Red Eléctrica de España gave an invited speech.
  • D1.8 - Final General Assembly
    This document gives an overview of the main presentations, discussions and results of the dissemination events organised during the INSPIRE-Grid projects. The Renewables Grid Initiative organised two public events: a workshop in Italy to present intermediate results and a final conference in Brussels to present the main recommendations derived of project findings. In addition to these public events, RGI and RSE organised smaller, more targeted discussion rounds with practitioners (TSOs, NGOs) and scientists.

WP 2: Stakeholders Concerns and needs

  • D2.1 Analysis of concerns and needs
    This deliverable presents concerns and needs of the involved stakeholders in the context of electricity grid extension. One of the central findings of this report is the description of a stakeholder mapping with all involved participants and affected key stakeholders in regard of highlighting particular concerns and needs which are in certain areas dominating the discussion. Key findings include recommendations for a proper handling with concerns and needs, which might contribute to enhance the acceptance of grid projects.
  • D2.3 Criteria to cope with stakeholder concerns and needs
    This report aims to illustrate methodical approaches and success criteria which seem to be relevant to improve the quality and efficiency of stakeholder involvement.

WP 3: State of the art and critical review

WP 4: Methodologies for the assessment and comparison of grid infrastructures

  • D4.1 Critical review of methodologies
    Critical review of the methods concerning the assessment of risks and benefits of grid infrastructures, the comparison of different alternative options and the spatial representation of the effect, identifying the main strengths and weaknesses of the existing methodologies.
  • D4.2 Methodologies for the life cycle assessment
    The present document describes the methodology for the assessment of the environmental impacts of a grid project by applying life cycle assessment (LCA). The proposed methodology follows the standard LCA framework: goal definition, scope definition, life cycle inventory and life cycle impact assessment. An approach using consequential LCA is proposed. The procedure for data collection and life cycle inventory is presented. Finally, two sets of indicators relevant for the assessment of a grid project are selected.
  • D4.3 Multi-stakeholder and multi-criteria methodologies
    The present deliverable proposes an organic approach about the decisional process concerning the reinforcement of electricity transmission grid, following all the stages of the process, from the need definition to the permitting. The approach is based on the Multi-Criteria Analysis (MCA), in order to take into account the needs and concerns of all the actors involved in process (e.g. planning authorities, TSOs, NGOs).
  • D4.4 Implementation of WebGIS
    In the present deliverable a general discussion of the possible relevance of web-GIS use in public engagement processes is discussed. Then, after a brief review of possible software platforms that can be used to develop web-GIS applications, two realisations are described for their possible use in INSPIRE-Grid project.
  • D4.5 Recommendations for the application of the methodologies
    The focus of the deliverable is on the identification of the main points of strength and weakness of the INSPIRE-Grid assessment methodologies, and their respective advantages and limits. The identification analysis is carried out analysing - understanding common points and differences - how the methodologies, developed in WP4, have been applied to the case studies, defined in WP6, and validated trough workshops, described in WP7. The document, after an introduction, contains three main sections dedicated to the developed methodologies/tools: Life Cycle Assessment (LCA), Multi Criteria Analysis (MCA), and Web GIS. Each section contains recommendations and limits for the applications of methodologies/tools that emerged from the analysis of case studies and validation workshops. The last section presents a framework to integrate such methodologies/tools, derived from their exploitation in the case studies, and the partner interaction.

WP 5: Processes for public engagement

  • D5.1 Theoretical Framework
    This deliverable presents a proposed theoretical framework designed to assist our understanding of stakeholder attitudes regarding new electric power system infrastructure development.
  • D5.2 Preliminary handbook of guidelines
    This deliverable contains a set of preliminary guidelines for engaging stakeholders in transmission development projects. It presents a ten step process in order to help Transmission System Operators (TSOs) or other leaders of transmission development projects in their interactions with stakeholders.
  • D5.3 Final Handbook
    This report reviews all elements from the broad perspective on formal and informal stakeholder engagement, developed in Deliverable 5.4. It shows, that the five principles can be seen as indicators for a process that stakeholders could perceive as trustworthy. The broadened ten step process highlights the central role of the project manager or facilitator in the interaction with stakeholders and how trust-building activities can contribute to the acceptability of the engagement process.
  • D5.4 Improved Theoretical Framework
    This deliverable represents the improved version of the theoretical framework developed in Deliverable 5.1. Both frameworks are seen as complementary. Here we want to gain a better understanding of the role of trust and social capital in transmission grid planning. We identify three major dimensions of trust: trust in institutions, interpersonal trust and a general trust in society. We also identify different understandings on the formal and informal aspects of participation and we indicate how the integration of these views can be a task for investigation in the future.

WP 6: Case studies

  • D6.1 Preliminary Framework for the Case Studies
    This report begins by briefly introducing the three proposed case studies in France and Norway before outlining possible stakeholder engagement tools and assessment methods. The report concludes by suggesting a general framework for implementing the case study methods and a proposed timeline.
  • D6.2 Selection of case studies
    This deliverable describes the selection process of the case studies: the nature and characteristics of the methodologies to be experimented as well as of the TSOs' projects chosen for hosting the case studies are specified. This deliverable also provides preliminary instructions on data collection and the implementation of the case studies.
  • D6.3 Results of methodologies implementation in case studies
    This deliverable describes the implementation of Multi-Criteria Analysis (MCA), Life-Cycle Analysis (LCA) and the Web GIS tool developed in INSPIRE-Grid in the three case studies that were organized in Norway and France. The way fieldwork has produced results that will feed the final deliverables of INSPIRE-Grid, among which the final handbook of guidelines, is also described. This deliverable is not intended to describe the results of the case studies, but rather the process through which results have been produced.

WP 7: Synthesis and recommendations

  • D7.1 - Locally Specific Plans
    The purpose of the WP7 is to use and translate methodologies and insights gained during the INSPIRE-Grid project into plans for improved and enhanced stakeholder communication and engagement in the reinforcement of electricity grid. More precisely, work-package 7 validates the results gained in other WPs by designing innovative planning procedures and testing them in a series of workshops. This deliverable presents the hypotheses, design and methodology for the validation.
  • D7.2 Validation
    In this deliverable, we present the results of the workshops carried out to validate the Locally specific plans designed to improve planning processes for transmission lines. The key hypotheses concern the influence of innovative methods, such as participatory Multi-Criteria Analysis (MCA) or web-based geographic information systems (Web GIS) on the stakeholder acceptance about the process outcome, the quality of engagement and the procedural justice of the planning process. Additionally our research aimed at scoping the new challenges for stakeholder participation in the reinforcement of the electricity grid. Our results suggest that planning processes might gain from a higher quality of already existing engagement at lower level of empowerment, information and consultation, instead of a strive to reach higher levels of participation like co-decision.
  • D7.3 Recommendations
    This report synthesizes the results generated through the whole INSPIRE-Grid project. The main focus of this synthesis is to concisely and vividly point to several issues related to stakeholder participation in planning processes for power lines and to provide recommendations to tackle them. The recommendations provided in this synthesis are mainly intended for process owners, TSOs or regulators, but also for policy makers and other stakeholders active in the field of transmission line planning.

WP 8: Dissemination

  • D8.1 Project website
    In this report, a description of the INSPIRE-Grid Project web site is provided, focusing on its structure, its main functions and the tools included to better disseminate the project results. It constitutes a major revision of the deliverable D8.1, reflecting the development of the new website. The switch between the old website and the new one occurred on 5th of November 2015.
  • D8.2 Summary for policymakers
    This report aims to provide recommendations to tackle several issues related to stakeholder participation in planning processes for power lines. The recommendations are mainly intended for policy makers but they can be useful also for decision makers, process owners, TSOs or regulators, and other stakeholders, active in the field of transmission line planning.
  • D8.3 - INSPIRE-Grid Flyer
  • D8.4 Workshop reports including final stakeholder workshop final

  • D8.5 Final Synthesis
    The INSPIRE-Grid project is aimed at enhancing stakeholders’ participation in the development of future grid infrastructures. INSPIRE-Grid aims to increase stakeholders’ engagement in grid expansion projects, better manage conflicts, and speed up the permitting process. By way of an interdisciplinary approach, merging competences from social sciences and technical disciplines, methods to facilitate decision-making have been combined with engagement tools and tested with stakeholders from grid development project case studies.
    The project has been structured with the following activities:
    • the analysis of the needs, concerns, wants and expectations of the stakeholders
    • the individuation of the existing best practices for the stakeholders’ engagement
    • the customisation of methodologies for assessing and comparing impacts and benefits
    • a series of case studies with a double aim: to give elements to the methodological activities and to allow a proper testing
    • a synthesis of the project results and a series of recommendations about the stakeholders’ engagement.
    The main results are a series of customised tools and methodologies that can be used to promote stakeholders’ engagement and recommendations to manage the consultation, to engage the stakeholders in the decision making process, and to improve support of development of future grid infrastructures.
